Cielesta Maplemas Event, where is she/he?

Alright, so ive been checking everywhere for 'Cielesta'
I cant find him/her, and its required to continue on with the maplemas quessts.
Either im super super blind, not headed in the right direction...or she/he doesnt exsist.
Can anyone help? </3
