Pokemon help D:

Im playing soul silver on my ds right now and i cant catch lugia 8*(
My team is
Typhlosion:49
Weepinbell:38
Krabby:23
Togepi:9
Flaffy:27
Skarmony: 27
I keep burning him and he dies and im using dusk balls and its not working and i dont wanna use my master ballllllllllll
What do i do >.<

I caught most legendaries with my Ampharos with Thunder Wave and Flash, use Thunder Wave on the first turn and then Flash until his accuracy won't go any lower.
Just make sure he's on a high enough lvl to take a few hits.

Use Krabby, Flaffy, and Skarmory to weaken (Skarmory and Krabby's attacks, Flaffy's Thunder Wave) and then use Typhlosion and Weepingbell to catch it.

Training a whole team gives you a better chance at everything, instead of having one extremely strong pokemon and all other ones that will be 1 or 2 hit ko's. No idea how you would catch him at the moment though, train up.
