Losing Weight

i have for over 5 month continued my diet and workout, 5 days of cardio and 2 of weight lifting. i am an endomorph, which means i am big bulky by nature, i am stronger than many people who look ripped, but i am almost reaching my goal weight, i have around 20% of body fat but my belly feels loose and not flat or strong, i can see a really small belly. but my legs and arms feel strong, i can run easily more than 5 miles and continued doing something else. i feel strong, what can i do to improve seeing results in cutting. i wan to be below 15% of body fat but my metabolism is really slow, if i eat something i can almost see my arms getting fatter, that slow! i am 22 yrs old, honestly i am very strict with my plan, i have a very low carb diet. how much time will it take on average to reach 15% body fat? any tips on cutting?
