Interesting Volume Dilemna

Ok so, in the windows sound config thingy, if i got levels (where i can adjust right and left speaker volumes) if i start at R0 and L0 (R being right and L being left) and go up and i end up the following

L1 R1
L3 R4
L5 R5
L9 R9
L11 R12

and so on

is it supposed to be uneven at certain volume levels?
I honestly can't hear the difference, but i'm just curious

Odd... I can't think of any reason for it to be designed like that. Only thing I can think of is a badly programmed User Interface that's rounding a decimal number to an integer to display on the user interface. So the actual numbers for like the last one you listed might be 11.9 and 12.1 but it gets rounded to 11 and 12 to be displayed.
