Questions about Strafe.

So i just made the 3rd job advancement, and my plan for the ranger was to max everything except keep strafe at 21, cuz thats everyone else said.
This made sense because maxed it only does 100% dmg per arrow, whereas lvl 1 hurricane does 142%

But then, after making the job advancement i saw that lvl 1 strafe was 92% dmg, and after i experimented with one sp point, it said next lvl was 94%
So if you extrapolate that, maxed it would do 150% dmg

So now I think that I should max it, and deduct some points from other skills i.e. silver hawk, mortal blow
So what dyu guys think I should do? Should I max it, and if i do, which skills would i not max?
