Yeah, shoulder drop rate is really low now. I can confirm that haha. buy a 2x card if you want the slightest chance of getting just 1
I think it is. One of my alliance members always talks about farming empress shoulders at evo. Drop rate is kinda low though so use all the drop rate buffs u can.
