@zNormalz: Milotic's first evolution is Feebas. Back in the original RS, you had to fish (any rod) at Route 119. The problem was that Feebas only appeared on 5 water tiles on the whole map with a 20% encounter rate.
ORAS fixed this. Feebas has a 5% encounter rate at any tile in that route. However, there's something that makes it easier to get. Underneath the bridge, if it's daytime, Feebas has a 100% encounter rate with any rod, but you need Waterfall, the last HM in the game. You can evolve Feebas by leveling it up with a max Beauty stat (feed it Blue Pokeblocks). Source

But the thing is, before you can get Feebas, you have to deal with the Fire-type Gym Leader, Flannery, who has her Pokemon use the Sunny Day + Overheat combo. This has always been the "that one Gym Leader" for Treecko, as Overheat will OHKO it. So instead of Feebas, I'd capture a Marill at Route 117 (west of Mauville, the 3rd Gym). Make sure it has the Huge Power ability (raises Attack by 2x); it evolves into Azumarill fairly quickly at Lv. 18, and learns Aqua Tail at Lv. 21.
I would recommend Mudkip due to it being able to learn Strength, Waterfall, and Surf. Three of the most used HMs in ORAS. (Although if you go competitive, do not use surf on Swampert. It is a physical attacker, not special.)
Do not do this, do not use your Pokemon as HM slaves. Mudkip is alright with Waterfall, since that's actually a good move on it, and Surf isn't the worst thing in the world, but don't give it Strength, just get an HM slave like Zigzagoon.
@zNormalz Save in front of the bag, then select the starter you want. If it doesn't appear as Shiny once you send it out to battle (and you can't see if it's Shiny while selecting the starters), soft reset with L+R+Start. It can take a few days to a week of soft resetting for a Shiny, as it's out of a 1/4096 chance (dropped from 1/8192 since XY and on).

That being said, Treecko. I SRed mine as Shiny, taking me about 3500 SRs (done over two and a half days; kinda lost count)...

As for HM Slaves, don't forget to catch a Zigzagoon for Strength, Rock Smash, and Cut, and a Sharpedo for Waterfall, Surf, and Dive. The latter moves at Mach Bike speed while Surfing or Diving!
ERMGHED ILY FOR ALL THE INFO<3. ANOTHER QUESTION! IS MILOTIC HARD TO CATCH AND WHERE WOULD HE BE CAUGHT? I Forgot what his first evolution was called. and is he good ?
