The Joker from Batman. I absolutely love the concept of someone out there to cause pure chaos. He wants to show that he's no different from anyone, that people can all be reduced to the same state of insanity as the Joker. Including Batman.
Aizen from Bleach. What can I say, the guy looks cool and he's an absolute boss. I really hope he shows up somewhere in this new arc.
Pain from Naruto. The scene when Pain has Naruto pinned down and explains to Naruto about the cycle of hatred of definitely one of my favorite scenes in the series. Naruto has such well developed characters and antagonists, one of my favorite parts of the show is how Kishi lets you see both sides for every villain, no one is not justified in some form or manner.
Sasuke Uchiha from Naruto. I actually hoped what they said at the bridge in the Land of Iron to be true, that Sasuke will attack the village, Naruto will be forced to fight him, and they will both die in the fight. He's definitely the most developed character in the entire series I'd say, and I absolutely love how the hatred over the Leaf absolutely consumes him at this point.
Gravemind from Halo. The guy speaks in poetry, that's already pretty cool. Also the fact that he's essentially a super being with the combined intelligence of millions and millions of individual organisms. Just by talking to highly advanced Forerunner AI, he can corrupt and convince them to join his side.
The Major from hellsing.
Haytham Kenway from Assassins Creed 3. I still wish he was the main character of that game.

Gauron. Full Metal Panic! Just a really good villain.
Millennium Earl. D.Gray-Man Something about his ego just makes him good.
Jack Bessalius. Pandora Hearts A mastermind that went pretty much insane trying to save the girl he loved.
Kazuhiro Mitogawa. Ga-rei. This kid is like the most bad ass antagonist ever, he toys with characters capable of killing him easily and sends them down the path of despair.
@Imm616 I thought that Oda was a great character, until he reluctantly helps Ryota For now good reason, IMO Date is a better villain because of his conniving attitude and ability to adapt conversations to his advantage.
