Laptop frozen-ish idk?

Its stuck at the screen where its a really pixalated Microsoft Corporations with a green loading bar and it goes back and forth for like half an hour, I can't even get into
it because Safe mode freezes when it shows all the files loading up. wat do. oh and i tripped over the power cord and it distached the AC adapter. the laptop is like 7 yrs old

Yes, killing the power while Windows is open can cause the files Windows needs to operate to become corrupted on the hard drive, causing boot up problems like you described.

What kind of computer is it..?

Depending on the type of computer, it's possible the files necessary to reinstall Windows are already on the hard drive, in a "hidden" partition.
Many manufacturers do that now instead of giving you a disc with the computer. If yours is one with this kind of hidden partition, then you won't need a disc to recover it.

The actual process depends on the brand and model of computer, but in general try this:

With the computer turned off, hold down the F10 key and turn the power on with the F10 still held down.
Watch the screen and see if a new menu that talks about "Recovery" or "Restore" comes up.

If nothing like that happens, turn the power off again and this time try the F11 key. Turn the power on holding the F11 key down.

If nothing happens again, you'll need to give us the brand name and model number of the laptop and we can try to find out whether it's possible to use a recovery process like this, and how to access it.

If a new menu DOES come up, see if there's a "Repair" option available.
If there IS a Repair option, try doing that first.
That will try to fix the Windows files you have now which may make it possible to recover the use of the computer without losing all your programs and files.

If there ISN'T a "Repair" option, or if the Repair option doesn't work, use the "Recover" or "Reinstall" option.
That WILL erase all your programs and files, but should reinstall Windows and make the computer like it was when it was new.

And if there's no Recovery option available on your specific laptop model, then yes, you'll need a Windows disc to reinstall Windows and get it working again.

From your description of the symptoms it sounds like the Windows files were damaged. Did the laptop shut down when the power cord was yanked out..?

Is there anything valuable on the hard drive that you don't want to lose..?
The simplest thing to do in this case would be to do a "Factory Restore" if that's available, which will reinstall Windows and return the computer to its original condition like when it was new. However, anything you have downloaded on the computer will be erased. (It'll be as blank as when it was new.)

If the factory restore process doesn't work, it may be that the hard drive is damaged and will need to be replaced.
