Cooldown? More like delay. Cannoneers have I think slightly more delay than buccs and mihiles.
There is no cooldown on all 3 (or 4, including TBs) Pirate lasers, all of which have better range than Radiant Buster or Blast.
Dunno about cannons but our charge hardly classifies as a cooldown its done charging in like 4 seconds 0.o, then we are able to spam the laser until charge ends.
