Help with laptop

I really need help .

I can't start my laptop because I've been getting a message called 'the program can't start because of SHELL21.dll is missing from you computer. Try reinstalling the program to fix this problem.

No one here knows what they're talking about. You're posting on the tech board of a forum full of 12/13 year olds.

Anyhow, if you can't access your safe mode, you can download a utility to reset your computers admin password. I'm not going to tell you where to find that because that's generally frowned upon.

If you can't do that, then insert your windows disc, and repair your sistem. If you don't have a Windows disc, your computer probably has a recovery partition. You should see a prompt during POST which tells you which key to access this partition. Then, attempt to repair or reinstall your system.

Also, if you'd like to recover your files, download a GNU/Linux distro of your choice, boot up the live CD, and you should be able to access your files on one of the mounted partitions.

Ye it just pops up. I just click okay and it goes into the login screen. When i login, the message pops up again and I click okay again. After I go into my screen and it's just black. No taskbar or anything. I only have a cursor. I can't go into my task manager as well. The message pops up again.

Whenever I use safemode, and try to log in, it says that my password and user is incorrect or it just goes straight out of safe mode and starts windows like normally.

I can't seem to access the task manager as well. I try to open it with the same message.

Well I'll check it in a moment but when I turn it on and just before I get into the login screen, multiple boxes saying 'the program can't start because of SHELL21.dll is missing from your computer. Try reinstalling the program to fix the problem'. It also happens when i log in. When I do get in, the screen (desktop) is just blank. I can only use the cursor.
