Neighbors left dogs out in -15 degree fahrenheit weather should i report them for animal abuse. they are annoying neighbors. i remember one time their kid ran away and they called the police on us b/c they thought we kidnapped him despite having no evidence. edit: so i already called 911 on them after ringing their doorbell...hopefully something happens. The guy who answered sounded kinda sarcastic when I explained the situation.
