Do cygnus get frozen set
I thought it was only just for heroes, but I saw some non-heroes with it.
But I can't get it on my newly made NW?

All characters that are "burning" get the Frozen set. It has been like this for all the burning events, regardless of one's class.

They probably got the set on that char from the previous Frozen event
