If its like pre-bb that means its sold out. Changing channels should work i think? If I'm remembering right anyways.
I don't know if this is still true, but back when leeching at skeles/harps was a thing the NLC potion NPC would "run out" sometimes (mainly right before x2 events).
Probably just another glitch to add to the very VERY long list.
