Is it limited to once per account?
I started it with my cannoneer (lv 118) and wanted to start it with my phantom (lv 75) as well but couldn't find the quests at all..

Its that mystical orb thing on the left of your screen
u mean the quest that gives u seeker of truth title? u can do it on many characters, search harder, it starts with "A mysterious guide" quest
