I have all my characters in rene but, after the merge would I be able to use link skills on character made in other servers in the merger?

No. What is made in Rene, Galicia, Zenith; etc is bound to that specific name. If you have a lvl 200 Aran in Zenith, the character card won't be applied to Rene, G, or any other world in GAZED and vice-versa. I believe they said this in the official post, if not that, it's pretty easy to deduct that Character Cards are specific to one world as they are only available for that one world.
