I went to Blue Dragon Turtles on my 135 character, they dropped decent amounts*without any kind of drop buff* but mostly all very bad looks. Got from 135 to 138 there before I got twin tails, if that gives any clue to how long it takes to get a good amount.
I went to Dark Cornians which also should have worked, but didn't. o.o

O.O there are plenty of places for 160+. Ulu City, ToT, Ninja Castle, Commerci

Where to farm them on level 130-140?

If leaves and mustache scissors drop then I would assume so but I was collecting mine at phantom watches before I dc'd.

EDIT: I was playing for like 20-30 minutes maybe and only found 3 so keep looking for them.

Yes they are I got a few. But the drop rate seems kinda low
