Empress and Japanese armors don't have too much of a difference, and getting the extra % Boss from the set effect is far easier for the empress set. Not to mention there isn't exactly a wide circulation/supply of Japanese equipment to begin with. There is also fafnir+tyrant which put the Japanese set to shame. People just don't want to spend the NX to sok them because most people prefer empress/fafnir/tyrant/etc.
