Thanks for the quick responces!
You need smithing rank 10, first of all. The set is the same level as Empress.
As for materials, you need superiors, purple powders, superior abrasives, and dimension fragments which drop every now and then from mobs in the Zero dungeons (or can be bought for 10 time coins each, not worth it). Each item requires at least 50 fragments.
The jewelry requires the gems, not powders, if memory serves.
Dimension Fragment, Purple Powder, Advanced Item Crystal.
