Are you just doing it for a mule? Either way, gold beach has pretty good spawn rates.
Quest line locations tend to be very good, not just for experience, but gaining equipment that can help you early on, such as capes and face accessories.
Try Gold Beach.
Just do ellinel fairy academy questline, then gold beach questline
