can we use those event potions for leveling a character to 30 and then to 70 on new classes, such as the jett, phantom, or even on future class releases such as luminous?

He means don't use it on any character that is a hero/legend class. Aran, Evan, Merchs, Phantom, etc. You can only use it on classes that are non hero.
