Well, I can't see for myself (not logged in, no time really ) But it's apparently in FM 1 chan 1 (Bera) in IPinocho's shop. The one putting down [M]iracle and lSpecterl. Source: A friend.

It gets boring looking at the same cape for 5 years.
There's not a lot of good looking permanent capes right now either...
The temp version is in the cash shop. There's a chance Nexon will introduce an Easter/spring surprise box with it in it.
