You used to be able to get it very easily by levelling smithing to 10 and un-learning it, then levelling back to 10, etc. But they removed ores from the vendors and fatigue pots, so you can't do it as easily any more.
It's very disappointing that Nexon removed fatigue potions from the NPC...
