Does Mercedes character card stack with cool down potential?

So mercedes character card has a max skill cooldown reduction of -5 seconds and potential from hats also have a max skill cooldown of -5 seconds but do these 2 share the same 5 seconds? for example would a skill with 300 seconds of cooldown be reduced to 295 or 290 with both of these
