Reconfiguring abilities glitch

I want to reconfigure my ability but every time i attempt to, it would say it failed. Every time it says it failed, I wouldn't be able to use any skills, go through portals, click on npcs and stuff and I know its not lag because I can still talk and see other people. The only way i can fix myself is to either log out or go through the dimension portal but still, I cannot reconfigure my ability
