Professional Opinion on Evolving Ring Situation
So.....I was foolish and failed to get the evolving ring today, which of course means that it will never hit level 17 and thus will never become tradable. The version of the ring that i DO have and can possibly get to level 17 is on my Crusader, which i was unhappy with and practically quite to make a wind archer (and later on an ultimate explorer from it). This is relavant because if I chose to attempt to get a new ring it would max out at level 7 on my wind archer. So...how much will not having this ring effect me with interactions concerning other players and statistics? I've even toyed with the idea of quiting because I failed to obtain it.
Note: this isn't a thread that is whining, I am seriously looking for serious advice. I realize that it is MY fault that i didnt get the ring, i am just trying to figure out how bad the consequences are.

All rings regardless of level become tradeable if you stay for an hour on the 23rd.

Anyways, answer for you:
-A PAC is not a ring.
-A PAC can be scrolled.
-A PAC can be Chaos Scrolled, thus increasing the attack.
-A PAC can be worn at the same time as ring.
-A PAC is almost better than any other cape in MS.
I can only get the 15 day ring lol

On a more serious note:
Failure was an intentional part of this event. I'm fairly positive that Nexon anticipated a great deal of players not meeting the 17 day benchmark. Hence why it takes 17 days to get such a strong piece of equipment.
Anyways, you're going to quit over nothing really. Having these rings isn't that big of a deal if your basing the difference between a lv16 and a lv17 ring. You'll be missing out on: 2all stats, 2 w/m.atk.
Really, this is almost irrelevant.
Can't you continue lvl'ing the ring on sader to 17, then transfer over to your archer? It's not that big of a deal if you missed a day. The stats are still going to be pretty nice.
