No, each sweetH2o gear is like 1 bil so yea you will be better off with the RA set.
note: the H2o in sweetH2o is water but it is not allowed.
of course RA set scrolled well, potted well, but it doesnt come cheap especially the faf 2h

Well, if you are looking to choose one armor set I prefer fafnir Polearm, Root abyss set.
The reason is because you'll be able to equip Gollux set, Tyrants, and Mu gong gloves. RA and Gollux set benefit for more boss damage.
However, if you were to train until level 250 and ignoring on bossing you should use Sweet water sets because they give more weapon attack, and better potential since they are level 160.
If you are very funded, you should buy both sets and alternate for bossing and training.
