You're only able to get the insta level ups if you do some if not all of the quests at the correct times beforehand. I got the level ups with my hayato, and the only quests I did was the hair coupon and some of the beginning job quests. Also recieved it at 58 and 59. Tot is a weird little system, Nexon does need to fix it.

nothings wrong with it ._. except that they randomly added annoying job quests to do also
Yeah its glitched. Nexon either did it on purpose due to some exploit of smegas, or they just messed it up during the maintenance.
