He's a UA, which means he has Empress Might, which is a skill that allows that character to wear items 10 levels above theirs.
Tier 3 items start at 71+, so he could have a godly 80+ gloves, shoes, a cape, earrings, a weapon, a scarlion helmet, and anything else you can include into the 3rd tier family.
