Which should I make?
An Angelic Buster for the +40 dex character card or
a Hayato for its link skill(Lv1-2) +10-20all stat, +5-10watk?

10 atk and 20 all stat.
1 atk is worth something like 4 dex.

use NX and buy an extra character slot
if not then I can't help you as you're not supporting the company
in reality, just make whatever you think will take the least amount of effort
