Why the cross world Pq is always empty ? I can't complete the book event because I need 10 cross world pq but I can't find anyone.

Get people from your buddy list of guild to do it with you, usually people in room 1 crossworld have already done more than one run and are looking for fillers.
Choose room 1 after you enter.
