OT: Yes, you can get skills to go +3. ONLY if it's under the maxed level (30). For example, if you have level 1 rush, and you use CO + the leafre set, you will have level 4 rush. But if you have Max Heaven's Hammer ( or any skill for that matter) you will only be able to get 32.
They stack, but skills cannot go over +2 of their max or 32 I think.
