At Level 10 Smithing

At level 10 Smithing, what 100% do you have to make an empress weapon?

For example, I was looking to make the Raven Horn Cane by buying the recipe from the maple event.
I am level 10 at smithing so I was wondering if it was worth it to buy the recipe, and what % chance I have to succeed or fail it.

If it's not high, is there any other way to increase the chance?
