Scarlet just in case you want to use a set in the future. If not just settle for Krexel.
Use Meister Shoulders because i use them and you love me Kin ^_~

And terribad potential tier. If we are looking to get untradable shoulders, then tempest shoulders would be the way to go. Most are epic, 3rd tier, and cheap.
But if we are looking end-game wise, I would get the meister shoulder, or the black tinkerer. Absolute end-game would be Krexel, but no one would be stupid enough to cube it to that extent to make it better than a meister or empress shoulder when they have no chance at resell. Scarlet is good too.
