Don't you mean touch pad, drawing on the computer screen with a pencil..
So basically the hardcore kids have tablets. I've used one for a semester for a class and while it was a little helpful I found it no where near like a pencil and ended up using the mouse for the most part since I had access to illustrator. If you are tabletless here is what I do and it is a PAIN (which is why I don't draw on computers)
1. draw something on paper
2. scan it in
3. open on gimp and fade the pic out so it isn't as dark
4. use the anchor tool thingy that lets you set points and curve them. It sucks a lot but if you really want to do something that works too.
Mouse is hard
use one if those laptop mouse thingies its more touch.

most people have a tablet, especially bamboo tablets. It's like drawing on a piece of paper except the drawing goes on the screen, oh and u can't see ur drawing on the tablet but it's still easy. And they mostly use Photoshop, Paint tool Sai is cheaper though and really good too. And the only good free program i can remember right now is GIMP.
Just use MSPaint.
my secret,
mouse and vectors.
my real secret, the pen tool.
But honestly speaking, tracing.
You just take your pencil and draw on the computer screen.
Okay real info - I'm not a digital artist but people say it's easier to draw on a tablet if you have one and it's more similar to drawing on paper
