Is this hat suppose to cut out the hair?

As you can see parts of the hair is awkwardly deleted.
I have Juliet hair on my char which you cannot see and I really don't like it.
Is this hat suppose to do this? If not, what should I do? Help :'(

Yes that hat bundles up your hair. It does it with all hairstyles
