Prime Minister monster card
I've gotten every card in the mushroom kingdom, yet do not receive any quests to gain access to Prime Minister. Hell, I even have the familiar - what a troll!
As a Kaiser, is it possible to obtain this card? If so, what do I have to do?

I've tried, however it requires that I've killed the monster in the first place
Sadly, there are some cards that are unattainable if you've never done the specific questline. The Prime Minister is an example of that.
