2 Star 90% Enhancement from Winter Attendance

This has probably been asked before, but is it no boom? I know there have been issues lately with some enhancements not indicating that they actually can destroy a weapon.

Also, I think I heard that lucky scrolls cannot be used with enhancements. Is that true too?

Edit: It does not want to work on my claw with 6 enhancements already. Does it only bring a item up to 2 enhancements instead of adding 2 enhancements? The description does not make it sound like that at all, but I heard that 5 star enhancements work like that.
