Broa for sure. Take it from an ex-Windian.
When I tried to leave Windia, I was looking for a place with a good amount of people. As in enough to get sales in the FM, enough in Ardentmill, and a lot in cities, but not much in training areas and not enough people to cause lag. Broa fit's that perfectly.

Don't ask me stuff on the community--I haven't met anyone yet but when I did come I begged for mesos and got 3m from a nice man within 5 minutes.

I laughed pretty hard when I read this, because it's pretty true. The same thing happens in Windia.
