I believe you can. You can get the finishing medal (+5 to all and +3 MA/WA) on each character too, I think. You just need to be over level 60

No. The log out prize is once per account if it hasn't been logged on for 3-4 weeks

You can reset it.
Ctrl+Alt+Delete and end maplestory's process and restart maple. Repeat until you get what you want.
Also I think that deal only irks for 24 hours so if you wait till tomorrow to Reset it it probably won't give you any rewards.
