Where on earth do I get them in reboot server? Haven't found any through drops and no subis are sold at general store?

Pretty sure Dark Drakes drop Steelies at a pretty high rate in all the normal servers...

You can do "The Fallen Woods" at NLC and get Tobis for 9k each.
I'd don't know if I'd go so far as to say hwabis drop easily at MP3, but they do drop there. I've gotten five of them in as many hours. The worst part about MP3 is finding an open spot to train.
A player in a different thread said he got an ilbi drop from dual birks.

you can buy mokbis and kumbis at henesys or leafre general store, hwabis drop from mp3 ghost ship 2 apparently,dunno if ilbis exist in reboot
