I actually wondered the same. It didn't work previously when they were available. I did notice that my lv 180 Zero got 30% just from RLH, not including outside quests. And my lv 190 F/P got 10% from just RLH. Can't imagine it should be that much of a difference.

does it work inside the PQ ?
They work for the quests outside RLH from the NPC's. I was just trying to test the classroom completion exp but things are being stupid -_-
I got about 33% with my Zero at level 180 from one run on 2x quest exp, which actually may be double.
I also don't think the display of exp gained at the end of each stage in the chat box is correct at all.
It should count because they are quests...
