Quick Question on the Unique Pot Scroll

I'm gonna make this as fast as I can

Can I only use a Unique Pot Scroll on an epic item? Or can it be rare?

I have that item that can get it from 2 to 3 lines. And I think the Unleashed shop also has a similar item (50% though).
