Jolly roger confusion

So back from the revamp last summer, we got Jolly Roger. The description says it gives 10% attack, and some people were annoyed that 10% attack wasn't as good as 10% damage that [i]a certain other class[/i] had. When I was clicking my 400 odd SP from Nexon's mass reset, I noticed that Jolly roger added exactly 10% damage to my nooby clean range.
I feel like this has been asked before, but my question is, does it actually give 10% total damage instead of attack even though it says attack, or do I have a freak coincidence?

Were corsairs really complaining about that? When buccs were weaker than bishops for like 8 months? the logic lol.

the way the damage formula works out, adding 10% attack would be the same as adding 10% onto your range. because youd multiply it into the attack total, which is multiplied with everything else making it the same lol

I guess it is %damage; mine does 10% as well.
