I know weapons most important, but from there what should be next focused on?
Secondary? I dunno whats important

weapon, secondary, emblem>RA>gollux>tyrants> accessories/heart(including badge)

then i go for the heart because of the attack benefits

Secondary then, I'd say getting set effects like gollux or RA. Maybe for adventurer since they have a third tier emblem its that 3rd? who knows XD
Unique secondary, because it's the next easiest way to get weapon potentials. 500 M ish. This isn't true for Novas, who have tradeable Emblems instead, and other classes with untradeable/unusual secondaries. In the case of a Kaiser, you'll want to prioritize Emblem over Secondary, since the tradeability makes it a lot cheaper.

Tyrant cape, since it's so cheap Hard Magnus is barely profitable anymore. 500 M-1.5 B ish, 5 star if possible for another bil.
Android hearts, while usually an excellent source of weapon att, are currently a little too expensive to be efficient. I made my 110 att heart for like 5 B, so people are seriously overcharging. I would wait until the next decent scrolling event.
Optionally, you can use these to prop up your range until you're ready to upgrade
A clean/yolo scrolled Reinforced belt and pendant are extremely efficient as at low funding levels, but you'll be replacing it with Tyrant/Superior later, so your choice I guess. 50-500 M
A 9-15% stat half earring, while not as good as a perfected gollux one, is a lot cheaper. 100-700 M
Att work gloves/stormcasters/DIPQ gloves, until you're ready for Dojo.
Scroll traced CRA. Normally I prefer to buy my CRA uniqued already, but it's reached the point where you can afford to toss away a temporary set.
