Well yes that is correct. But what i am asking is "Can i use something like final cut pro or vegas to string these files together and make a 'movie'" Much like making a little cartoon frame by frame
Yes, most video editing programs will let you insert individual pictures (your .tga files) into a video timeline, essentially making a movie out of them.
This is normally done to "overlay" still photos onto a normal video, but you can also create a complete movie by just stringing together lots of still frames.

Since you're having trouble buying Sony Vegas, try this video editor: http://videopad-video-editor.en.softonic.com/
This is the old free version of VideoPad Video Editor. The newest version is now a paid commercial product, but they still offer the old version for free.
It has the ability to import still frames into the timeline and do what you're looking at doing.

(If it asks you if you want to install "trial" versions of their other programs, tell it NO. They expire in 14 days and have to be uninstalled unless you want to pay for them, so it's pretty much a waste of time and disk space.)

You can then save the file in various video formats (DON'T use "mov", it's the Apple-centric format which is rarely used in the mainstream PC world), and even have it save in a "YouTube" format (.flv) and upload it directly to your YouTube account right from the video editor.

There are also a lot of videos on YouTube telling how to use Video Pad. Just search YouTube for "Video Pad".

Yes, it gave an option to export raw tga/wav(?) files and I clicked that instead of it just making a basic mov file. But thanks for the info about adobe premiere pro. I wasn't aware of that. I have been trying with Vegas...but...ahem getting it to install in a not so recommended way isn't working to my advantage.

Not sure what you are trying to do here. To my knowledge, TGA is an image file extension, but MOV is a video file extension.
