Has anyone been receiving this new CSS from elite bosses or is this just an event thing? If this has been improved (as in restores ALL lost upgrade slots and not resets the stats of the item), this will be a major plus in the Spell Trace Fever as this will save me a ton of spell traces. I can't believe how much STs the CSS 5% consumed.

Oh. I think that's just a general description of what it does. One of those worked for me and only restored one slot.
