It isn't that hard anymore, just consult an exploiter for help "obtaining" your Dec H/B. 150m will buy you 12% all stat Decent HB pants. That is, if you are willing to buy from a hacker.
i would think harder then geting it on a unique lv 70+ pair of pants
factoring in that we get 2-3lines with the pants and 1 with the nebulite
and that theirs prolly a good 100 different A-rank nebulite
