Question about energize
Will that 20% hp you get from energize allow drain you to drain 20% more hp? Since conversion and hp you get from items doesn't affect how much you can drain, it only drains your base hp.

Yes, the extra 20% HP will be included in the formula for Drain, since the extra 20% is a passive increase laid onto your existing HP.
Just don't get your hopes up, though, you'll probably only see a difference of less than 100 HP in your recovery because of the 1-5% limit.
eg: 1% of (5000 * 1.2) = 60 HP recovered.
Energizer is actually more useful for the % Defense boost.
