You are wrong. 100-15 gives 3 w.a.? Wut?
And as far as I know, they still give weapon attack to weapons even if they have 0 attack when clean, given you work at least one scroll on them.
Maybe not to a 0atk Pico Pico hammer.

I heard it can add up to 9, if your weapon has over 250 attack when you use the scroll.
